Minutes
January 24th, 2007
Attended: Karen Day, Chair; Karla Allen, Neal Brown, Jim Chase, Roger Lessard, Laura Putnam, Janet Romanelli
Absent: Carol Irvin, Miriam Lockhart, Lucie Plourde
1. Read and correct if necessary the minutes from the last meeting: The name Phil Van Ness was corrected to Phil Vanasse; then, accepted as corrected.
2. Budget cuts for the Con Com were discussed and agreed upon.
3. Reports for the Town Report: The Recycling Committee’s is done. The Open Space Committee’s is not done - Janet agreed to do it by tomorrow.
4. Report from the Recycling Committee: Budget - they are trying to get the BOS to approve 40 hours for Frank. Committee is meeting on February 1st and may advance a petition warrant article for this issue. It was mentioned that warrant articles submitted by Town Committees become the BOS’s and they can yea, nay or manipulate them in what they feel is the Town’s best interest - Janet agreed to call the Municipal Association to verify this. The vision for the Recycling Center for the next ten years includes a loading dock. They are applying for a grant.
5. Report from the Open Space Committee: The BOS is resisting the 100% LUCT warrant article. Committee is meeting on January 31st and may advance a petition warrant article for this issue. Ray Cilley has approached the committee with a possible project on Old Bennington Road - he will get back to us with the cost for a Conservation Easement Appraisal, and we will decide if it is appropriate. Janet will ask Meade Cadot if he could come to next week’s Committee meeting and see if we can tie it in with Don Stokes’ fledgling “Contoocook Corridor” summit. Roger mentioned that we should consider an
agricultural easement.
6. Emily Hague’s Report: The minutes from the November 29th meeting were cited to reiterate that an Executive Summary was unanimously authorized.
7. Roadside Round-Up - April 21st: Recycling Committee will be involved. Woman’s Club will do the meal, but asks that we set up the tables and chairs (agreed). Roger mentioned that we need someone at the Recycling Center that morning to police the incoming stuff.
8. Earth Day - Tom Tyning’s program - April 22nd: Karen will e-mail him to see if he is available to repeat the previously successful amphibian program .
9. Endorsing the Carbon Coalition warrant article: This is a nation-wide effort to have individual municipalities to acknowledge that global warming is a serious issue. Some folks wanted more information. There was a majority vote to endorse it.
10. Fund raising items were discussed - compost bins - no, we did them too recently. Mosquito “donuts” and energy-saving light bulbs (may be on the PSNH website) - Neal agreed to research both items. They could be sold at through the Spirit and at the ham & bean supper following the Roadside Round-Up.
